Safety comes with a price. Unsafety comes with debts. These debts are a multitude of the price. The Dutch word for debts is the same word as for guilt which emphasize the ethical dimension of safety. Safety is paramount for many reasons. 

The environmental license and nuclear energy license are the framework from which HSD operates. For HSD and every stakeholder it is clear what is permitted and what is mandatory. This transparency works in many directions.  

HSD values compliance and good relationships with the various competent authorities. This has proven to be of great help in case of complications.
